3. Technical Requirements

3.1 Low Voltage Switchgear and Control Boxes

3.1.1 General Provisions

The design and manufacture of all low-voltage switchgear should comply with the IEC 61439-2 standard and conform to Form 3b Type 2 segregation. The design of the switchgear should provide limited fault arc containment capability and achieve the fault level specified in the CSS.

The switchgear should be designed to operate on 460 volts, 3-phase, 4-wire 60 Hz AC power, with a solidly grounded neutral point. Main components should be UL certified.

The switchgear should consist of stand-alone, fully enclosed metal switchgear, including withdrawable air circuit breakers rated above 1000 amperes.

Unless otherwise specified, all electrical boxes and enclosures should be suitable for bottom cable entry and front access. All non-stainless steel enclosures should be provided with non-magnetic covers.

All cabinets directly mounted on concrete foundations should be provided with a 75 mm welded slide plate made from rectangular hollow sections (RHS), hot-dip galvanized or coated with epoxy paint at 200 microns according to ASTM standards. Other materials should be approved by Manila Water. In wet process areas, hot-dip galvanized steel frames or legs should be provided.

In all cases, the design, rating, testing, and performance of the equipment shall comply with the latest version of the applicable standards.

It is permissible to access live parts through the door or cover while the equipment is in operation by defeating mechanical interlocks or using special tools. Such interlocks must automatically restore when the door or cover is re-secured.

All doors shall swing about a vertical axis.

Any device must be removable and replaceable without requiring any other device to be removed first. Fixed nuts or threaded studs shall be used so that all devices can be replaced without removing the gear plate or other parts of the compartment. Self-tapping screws are not acceptable.

No device shall be mounted on the sides, top, or bottom of the compartment (except for internal lighting).

All field wiring shall terminate at terminal blocks and must not connect directly to control devices.

3.1.2 General Requirements

Main switchgear cabinets shall be constructed of 1.91 mm (14 gauge) low-carbon steel.

All panels or doors supporting equipment, where large cutouts are required, shall be made from a minimum of 1.91 mm (14 gauge) steel plate. All joints shall be continuously welded and ground smooth.

All doors and covers shall be equipped with compressible neoprene gaskets or equivalent material.

The door of the switchgear cabinet should be equipped with a lockable key handle. Doors over 1500 millimeters high will have two handles or a three-point (top, middle, and bottom) swing handle installed at the top and bottom. A drawing bag will be provided for each switch device, mounted on the inside of the cabinet door.

The cabinet door must be effectively grounded using a 6mm² insulated flexible copper strap.

The painting of low-carbon steel metal products should follow these principles. After construction and all cutting is completed, the metal sheets should be thoroughly wiped to achieve a smooth, flawless surface, free of any defects and haste. All metal products should undergo zinc chromate priming and passivation treatment; the primer, exterior, and interior should be coated with two layers of high-gloss enamel "wrinkle light gray RAL 7035."

The arrangement of the switchgear should allow it to extend in any direction at any time. Each transport section should include provisions for top lifting, and lifting eyes or beams should be provided.

The manufacturer should provide internal fixtures within the equipment necessary for securing bolts.

In all cases, the workmanship should be of a high standard, and the finished equipment should present a neat and attractive appearance.

All bolts, nuts, washers, and spring washers used in component and compartment assembly should be of sufficient size to meet the required duties and should be galvanized to prevent corrosion. Cadmium-plated components should not be used.

The dimensions and arrangement of the cable ducts should ensure that the cables inside the ducts do not exert pressure on the cover or cause deformation of the ducts.

Cable ducts should only be used for electrical wiring. Under no circumstances should pneumatic lines run through these ducts.

Any cables entering from the top on either side of the enclosure should pass through cable glands. When circuits or sub-main lines exceed 100 amps and are single-core, the design of the gland plate should prevent current from flowing across the plate.

Each compartment should be provided with a single barrel lock assembly. If the power is turned on, the installation of the lock should not allow the compartment to be opened.

3.2.2 General Requirements:

All low-voltage circuit breakers shall use air as the arc-extinguishing medium and comply with IEC standard 60947. All their electrical and operational characteristics shall be expressed according to these standards.

Low-voltage circuit breakers shall be of the air circuit breaker (ACB), molded case circuit breaker (MCCB), and miniature circuit breaker (MCB) types, and their compatibility with the enclosure in which they are to be installed or intended to be installed shall be verified.

Low-voltage circuit breakers shall be equipped with operating mechanisms, tools/equipment, and other accessories/materials to ensure complete assembly and proper functioning during normal operation and maintenance.

The terminal connectors/contacts material of low-voltage circuit breakers shall be high conductivity copper. Copper chromium material shall be preferred.

The structural materials used for low-voltage circuit breakers shall withstand the dynamic and thermal stresses of the rated short-circuit current without any damage or degradation. The safety clearances of all live parts of the equipment shall comply with relevant standards.

Low-voltage circuit breakers shall have all identical poles, which shall be electrically/mechanically connected together to ensure simultaneous closing of all poles.

All electrical and mechanical interlocks necessary for the safe and satisfactory operation of the circuit breakers shall be provided. The circuit breaker shall be in the tripped position before locking occurs. Locking devices shall be provided.
