GHAZLAN Expansion 1 IPP project is located at 60 km from Dammam and 450km from Riyadh, Saudi Arabia. Site is allocated some 10 km north of Dhahran Jubail Expressway.

Contractor will prepare appropriate design management methods for the Water Intake and Outfall Project, including design schedule management, quality management, change management, document management, service management, and other details content etc., and carries out the relevant design work strictly comply with this management document during the whole process of project execution period.

Wave Condition

In order to understand the nearshore wave characteristics of the project sea area, the wave measurement has been conducted from March 03, 2025 to April 04, 2025, with -5.3 m water depth.

The maximum significant wave height is 1.5m with the peak wave period of 5.6s. Meantime, wave periods increase with the growth of wave height, and 96.46% of wave periods are less than 8 s.

In order to understand the nearshore tidal current characteristics of the project sea area, the tidal current measurement has been conducted from March 03, 2025 to April 04, 2025. Two tidal current stations of P1(with water depth of -5m) and P2(with water depth of -9m) has been built

For station P1, the maximum current velocities range from 0.17m/s to 0.25 m/s across different layers, while the average current velocity is between 0.05 m/s and 0.06 m/s within each individual layer.

The operation of the intake system concept is to abstract water from the sea into the pump station using gravity at all states of the tide.

In this project, the seawater intake total flow rate is about 12000m3/h.

In order to prevent the breeding of marine organisms in the water intake pond, the chlorination pipes will be arranged at the entrance of water intake pond , and put chlorine to the water intake system. The chlorination pipelines is DN100 HDPE pipe, and the chlorine is supplied from the chlorination station at onshore area, which is not within the scope of work.

To avoid the entry of large organisms, duplex stainless-steel screens will be set at the entrance of water intake pond, with a spacing of 100mm, and avoid sand, silt infiltration and entrainment of smaller organisms, the inflow velocity of the screens shall be not greater than 0.15m/s.

Along the pipes, maintenance manholes (minimum diameter 1200 mm) shall be provided at least every 200 m in order to allow inspection and maintenance works by divers.

The brine outfall system comprises of outfall diffusers structures, brine outfall pipelines and outfall chamber, the outfall chamber is out of the work range.

20 outfall diffusers will be set at end of the outfall pipeline. The diameter of the outfall diffuser is ID250, and the angle between the diffuser and the horizontal is 45°. Rubber duckbill valve will be set at the end of each diffuser.

the water intake pond is a rectangular pond with a length of 110m and a width of 50m and the pond is surrounded by stone dam. Set up reinforced concrete culverts along the seaward side of the dam. The stone dam needs to ensure the safety and stability of water inflow.

Design scheme for Outfall pipeline

One ID 1200 GRP outfall pipeline are installed from the onshore outfall chamber to deep water in the sea. In order to protect the ioutfall pipeline from wave and current action, the pipelines are buried below original seabed surface, the top level of cover layer above the top of pipeline is controlled not to be higher than original seabed surface.

For offshore pipeline, once the foundation trench is excavated, crushed stone leveling layer will be placed at the bottom of trench, then the outfall pipe will be installed on it. Once pipe installation is done, crushed stone will be backfilled around the pipes with enough thickness. Finally, the upper part of the trench will be protected by armour rocks.

Engineering department implements a cycling work method "plan, implement, check and improve" for design quality management to continuously improve the quality of design process and ensure that the delivered design products comply with the OWNER' requirements. Once the detail design document and drawings have been issued and approved by OWNER, CONTRACTOR will follow document and drawings mentioned above completely to execute the work.

All proposed changes from wherever they originate including CONTRACTOR, Vendors, sub- Contractor and OWNER shall be coordinated and recorded within a formal system. The review of design changes shall not only include evaluation of the effect of the changes on constituent parts and product already delivered, but also include an assessment of the impact on cost, schedule, commercial, technical, quality, certification, construction, safety aspects and any other similar considerations, as appropriate, and the impact on the Contract. Records of the results of the review of changes and any necessary actions shall be maintained. Proposed changes shall be distributed to the affected departments, disciplines, organizations, and other affected groups, including construction when applicable for analysis prior to approval or rejection.

Design changes can be proposed by OWNER or CONTRACTOR,

CONTRACTOR proposed changes of design document. Engineering Manager will organize various levels personnel of the appropriate discipline to evaluate the design changes. The DCR accompanied with appropriate justification, including any sketches of proposed modifications, calculations or other supporting documentation should be prepared.

OWNER’s requests for design changes will be in writing, but may or may not include an explanation documents. After receipt OWNER’s requisition and within 7~10 days, CONTRACTOR shall prepare DCR, then notify OWNER to verify and validate.

OWNER’s Approval of Design Changes

OWNER shall, in writing, notify CONTRACTOR whether or not the DCR is approved. Approved design documents shall not be changed or modified unless the relative DCR and its accompaniments has been reviewed and approved completely by OWNER.

Revision of Affected Documents

In the meantime, CONTRACTOR shall expeditiously amend and issue the revised design documents. The changes in the design documents shall be clearly indicated and marked with a triangle “” with the revision number (for example “1” for Revision 1, etc.) indicated within the triangle. For drawings, the revision identification shall be clearly marked inside a circle or “cloud” around each change in the re-issued drawings. The marked and revised design documents shall be forwarded to the OWNER for further approval, after which the revised design documents will become the basis of the Project execution.

Engineering Department will assign engineers with full construction experience to provide support with respect to construction methods, procedures, and field installation alternatives, etc.

In construction phase, main engineering discipline engineers will be dispatched to the site to set up worksite engineering group for supporting construction progress. The field engineers will report functionally to the Project Engineer. There will be persons involved in the detail design work and for the major disciplines CONTRACTOR will dispatch engineering Lead Discipline Engineers to the site to ensure seamless transitioning from the project engineering organization to the worksite engineering organization.

The Objective of this chapter is to describe and outline the procurement activities to be undertaken by the CONTRACTOR during the execution of the Work.

The CONTRACTOR will be responsible for the procurement of all the plant, equipment, and materials, including the placement and management of its own construction equipment which applied for the execution of the work until final acceptance of all sections of the work.

The Contractor will have full responsibility for the execution of the work and services related to the construction of the Project by providing all construction management supervisions, technical supports, labors, transportation, tools, construction equipment, materials, consumables, construction services at worksite and any other items or services required for construction. The Contractor will place the highest importance on the Health, Safety and Environment (HSE).

The preparation for the construction will be concurrent with the survey and design activities upon receiving the award of the works. The management team will get to site as soon as possible to carry out all the preparation work such as temporary facilities construction, mobilization activities for large equipment.

Project Schedule Narrative

The CUSTOMER estimate to issue NTP on 1st July, 2025. Considering the Investigation and Survey, Modeling Test, Pipeline production and Transportation, the first batch of GRP is expected to arrive on 1st November, 2025. And excavation and dredging activities will begin one month before GRP arrival based on site wave conditions.

Preparation and Arrangement

The Project Management team will be established to take charge of daily construction management as soon as the contract is awarded. A qualified project manager will be stationed on site together with site supervisors, surveyor, administrative staff, equipment, personnel, technician, warehouse man, etc. to assure immediate and professional services for the execution of the works.

Document Preparation

Before the construction commences, according to whole project construction schedule requirements, the shop drawings will be developed first according to the construction sequence. The method statement of dredging, GRP installation and other construction activities will be submitted to the Engineer to get approval before the associated work to be carried out.

Site Preparation

At the time the project commences, Contractor will mobilize manual and material resources for the construction of access roads, materials storage area, cleaning and leveling the site.

At the early stage of construction, Contractor would build temporary facilities like site office and workshop, etc. in the area designated by the OWNER. The temporary facilities include offices, storage yard of GRP and excavation material etc, temporary jetty and etc.

The area for the establishment of temporary facilities mentioned above shall be within 1km from the site or near the site and shall be provided by the OWNER for free.

Pre-casting yard and temporary jetty to be built off shore with the distance of 400m, where the water depth is 2.5~3m. A temporary road will be the access to the temporary jetty.

Personnel Training

The Contractor will give HSE induction training to all of its personnel prior to being permitted to work on site. Personnel identification badges will only be issued to those who have satisfactorily undergone the HSE induction. The mandatory HSE induction trainings for each individual working at the worksite will be carried out by HSE manager of the project management team and under the supervision of the OWNER. Except the HSE induction training, all personnel will be trained more as follows:

Mobilization of Staff

On receipt of the notice of winning bid, Contractor will mobilize the first batch of management team to site. The technical personnel will be organized upon their arrival to be familiar with the design documents and prepare detailed plan for implementation of the construction. The bench mark and survey control points will be visited and readings checked. Other staffs will enter into site in batches according to the progress of the project.

Mobilization of Machinery and Equipment

Transportation management:

The Contractor will organize and coordinate the transportation of all equipment and material and maintain records of latest status. Prior to the transportation of any parts or components for the project, by sea, special means or any other mode of transportation. All the necessary permits should be obtained from marine or insurance surveyors or any other statutory body with respect to the means and procedure to be used during parking, weighting, loading, sea- fastening, transportation, off-loading etc.

Trenching
挖沟

The setting out shall be done prior to excavation and dredging activities by surveying engineer.
测量工程师应在挖掘和疏浚活动之前完成放样。

Dewatering and Drainage shall be considered during excavation on shore. And sheet piles may be used as excavation supporting at the shore approaches based on site situation and slope stability calculation.

Excavator and bulldozer will be used for land excavation. And the breaking hammer will be considered as deal with the hard bottom.

Grab Dredger will be used in this project for trenching off shore. In order to minimize the turbidity at sea, excavation materials shall be transferred to the dumping area that is allowed by the Authorities. Silt curtains will be used during the excavation.

Bedding and Leveling

Bedding or levelling supports will create the conditions of lateral stability of the pipes during the haunching and backfilling.

Tolerances in the longitudinal and transverse profile of the bedding shall satisfy the requirement of the design specification.

Excavator will be used for bedding and leveling work on land. And the long arm excavator and divers will be used for bedding and leveling work underwater.

Pipe Installation
管道安装

Pipes will be stored on a flat surface and protected against mechanical damage which is near to the temporary Jetty in our project. The flat-bed cars will transfer the pipes to the location to be installed or temporary jetty. The pipeline shall be supported with saddles during transportation.

Crawler crane will lift the pipe to install on land. The pipe can be jointed underwater with a hydraulic clamp or other specific equipment operated by manpower.

As for pipe installation under water, Crawler crane on flat barge will lift the pipe to install underwater. After the location confirmation of the installation barge, the preassembled sections or single pipes can be lowered to the bottom. The pipe can be jointed underwater with a hydraulic clamp or other specific equipment operated by divers.

During the installation, the weather conditions may change suddenly which will require the emergency protection of the pipes. Jumbo bag filling with gravels will be used as temporary protection for pipes.

Backfilling
回填

The long arm excavator will used for backfilling surrounding the pipes which shall be more careful not to damage the pipes.

Prefabrication and Installation for Water Intake Culvert
取水暗渠的预制及安装

All concrete of the project will be purchased from commercial concrete batching plant, which prior get approval by the inspector.

Formwork, support, steel bar and embedded parts shall be re-checked before concrete is poured into formwork.

Concrete shall be cured by use of plastic membrane and spraying water with curing period of 7 or more days, water should be sprayed for enough times every day to keep the concrete wet.

Once prefabrication completed and concrete strength satisfy the requirement for lifting, the floating crane will transfer and lift the riser to the location. The bedding & leveling and backfilling can refer to the above method mentioned.

Navigation facilities

Navigation facilities include buoy lantern, solar power supply, power box. All the installation work will be carried out under the instruction of the engineer, the details shall satisfy with the technical specification.

The purpose of the quality control is to ensure the constructed project is in full compliance with the project specification and the contract and the requirements of ISO 9001. Under such aspiration, the Contractor will assign a QA/QC manager and a group within its field organization that will have the responsibility to enforce the site quality requirements. The Contractor will implement a comprehensive program of internal quality audits of its activities to be developed at worksite and activities executed outside of the worksite such as prefabrication, diving work, lifting work.

Since Pre-commissioning is the last phase leading to Mechanical completion, The Contractor will pay great attention into the preparation and execution of the pre-commissioning for the project in order to find any errors (if any) or unsafety fact and remedy them so as to bring it in a safe, planned, controlled and timely manner to its stable production stage.
