To enable this category of trained personnel to acquire competence in carrying out tasks involving the safety of the transport of dangerous goods within their functions.

Initial training: Persons who are new to the position and do not hold the position's hazardous goods training and assessment qualification certificate (including transition from the position belonging to other categories to the position), and persons who have been out of the position for more than 12 months (not included).

Evaluation method: The training evaluation consists of the theoretical examination and simulated practical examination.
Requirements for Evaluation
Theoretical examination: After the training, the training faculty organizes the written or online examination. Theoretical examination subject library includes theoretical knowledge classes and scenario simulation classes. Theoretical knowledge content includes the training content one "Basic knowledge of hazardous goods" and the training content two "interpretation of the captain's notice and emergency handling"; the scenario simulation content is as shown in the following table.

Simulated Practice Examination: At the end of the training, a simulated Practice Examination is conducted by the participants organized by the Practice Examination faculty. At least one scenario is selected by the participants from the following simulated scenarios for a Practice Examination. The examination score is 100 points, and more than 80 points (including) are eligible.

Any one of the above two non-qualified persons should participate in one supplementary examination within two weeks, if the supplementary examination is still unqualified, suspend its entry qualification and re-train until the evaluation of the qualification.
Training and evaluation records
The content includes: the name of the trainer, the date of the last completion of the training, the description of the training material that meets the training requirements, the name, address of the training unit, the name of the training and evaluation teacher, indicating that the student has participated in the training and evaluated the paper teaching archive documents or electronic teaching archive documents (such as: teaching schedule, teaching schedule, student signing table, checklist, score sheet, exam sample, student answer card, simulated practical examination review, etc.) and the "Dangerous Goods Transport Training and Evaluation Qualification Certificate" electronic certificate.
Certificate issuance: Both qualified persons are issued by the Xi'an Air Training Implementation Department the electronic version of the Certificate of Qualification for the Training and Evaluation of Dangerous Goods Transport.
Training records are kept for 3 years.
Online Knowledge Update Training Implementation and Management
Activation conditions: due to force majeure or government control acts, decisions or orders, etc., can not carry out hazardous goods rehearsal training in accordance with the training requirements of various personnel in the Transport of Dangerous Goods Program.
Implementation methods and requirements: recording teaching video, relying on Xi'an air learning platform, organizing the participant to complete online knowledge update training and online examination through the network of self-learning. online knowledge update training content should cover at least the "Rules of Dangerous Goods" update content and examination related to various people, the duration of not less than 3 hours.
The online knowledge update training should be completed within the validity period of the hazardous goods certificate, after the evaluation of the qualification, is considered to have completed the hazardous goods re-training, the validity period of the hazardous goods certificate is delayed, and can be engaged in relevant jobs within the validity period.
Additional training: Within 12 months from the date of the expiry of the previous hazardous goods transportation training, the personnel who have completed the online knowledge update training, should re-accept the hazardous goods class re-training in accordance with the training requirements of various personnel of the hazardous goods transportation training program, the validity of the hazardous goods certificate remains unchanged.
The content of the training record includes: the name of the trainer, the date of the last completion of the training, the description of the training material that meets the training requirements, the name, address of the training unit, network learning records and evaluation results, indicating that the participant has participated in the training and passed the evaluation of electronic teaching archive documents (such as: curriculum, trainer's network learning records and evaluation results) and the "Dangerous Goods Transport Training and Evaluation Qualification Certificate" electronic version.
Training records are kept for 3 years.
