The Pokémon TCG’s Black Bolt & White Flare expansions are releasing on July 18th, in time for their first major tournament to be this year’s World Championships in August. As a result, most of the game’s best players are going to be especially secretive about any meaningful leads in discovering the full potential of these new cards. I won’t be competing at the World Championships this year, after deciding not to attempt the grueling Top 125 grind for an invitation. So, you’ll hear my unfiltered thoughts on these expansions, and the method I teach for evaluating new cards on your own.

Whenever a new card releases, I rate it on two axes. The obvious first axis being the power-level—where on the scale from never-played to meta-defining do I expect the card to land, and what are all of its relevant uses. The second axis, which I’d argue is even more important, is how easily verifiable is the card’s power-level—how much time will it take to determine if my prediction was correct. How many games do you need to play, how many hours of building lists, or how much time re-evaluating old cards do you need? Can you get away with just looking at online tournament results—is the card simple and obvious enough that other people will test it accurately for you? The prediction for power-level and for ease-of-verification in tandem are enough information to create a productive testing plan to make sure you don’t waste time unnecessarily, nor get blind-sided by a rapidly-approaching tournament you thought you’d be prepared for in less time.

The best way to get a fast estimate for how powerful a new card is going to be is to compare it to pre-existing cards—either already in the current Standard format, or from ones in previous years. Prism Energy is an exact reprint from when it was first printed in the 2012-2015 Black & White and early X & Y-era formats, and can also be easily compared to Luminous Energy that we have today.

During its original printings, Prism Energy saw a huge amount of play in Big Basic box-style archetypes that mixed various attackers to hit for different Weaknesses, or to combo together in some other way. With the format being more centered around Evolution Pokémon now than it was in the past, Prism Energy will certainly be weaker than it was originally, but there are analogues to the types of archetypes it succeeded with in the past.

The most obvious is the Armarouge-based box strategy that recently gained a way to accelerate Energy through Ethan’s Ho-Oh ex. Right now, that deck plays multiple Luminous Energy to take advantage of various attackers like Wellspring Mask Ogerpon ex, and Iron Hands ex. Prism Energy is almost strictly better in that archetype, but right now there aren’t many great attackers that use two non-Fire Energy that the deck would now be able to benefit from. The fringely-successful Okidogi archetype is the only one I can think of that gains a significant bonus from Prism Energy.

I rate Prism Energy as a low- to moderately-impactful card with high confidence. We don’t have the right cards for it to enable yet, but it’s clearly one to keep in mind for future card releases.

Ignition Energy is another (almost exactly) reprinted Special Energy, this time from the late Sun & Moon era with 2019’s Triple Acceleration Energy. Last time, the card had its time cut short by a rapid transition from evolution Pokémon GX to Basic Tag Team Pokémon GX and Pokémon V/VMAX, but not before Stephane Ivanoff managed to win the 2019 North American International Championships with a Zoroark GX checkmate deck.

Ignition Energy can be used with dozens of existing cards, but the only one that truly gains significantly from it is the Slaking archetype. Not only can Slaking ex attack for 280 damage for a single Ignition Energy, but I think even more importantly, the non-ex Slaking can 1HKO almost all relevant Basic Pokémon ex for the same cost. With Dragapult and Gardevoir dominating the format, Slaking’s niche of highly-favorable prize trades into Basic and Stage-1 Pokémon isn’t that valuable right now, but that could easily change in the near future.

I rate Ignition Energy as a low- to moderately-impactful card in the current format, with relatively high confidence, but a bit less than with Prism Energy. I really believe Slaking is only a few steps away from being a high-tier threat. It doesn’t need any new cards for itself; other decks just need to step up and take down Gardevoir and Dragapult first.

Reminiscent of the Supporter card Piers (often played in Inteleon Box archetypes in the 2022 and early 2023 seasons), Hilda is an undeniably strong consistency card for a variety of strategies. Currently, the only reliable single-card way to search for Special Energy cards in the format is through Colress’s Tenacity. While finding a Stadium card is great in many cases, it’s nowhere near as useful as Hilda’s ability to find an Evolution Pokémon—which many decks already play Jacq or Brock’s Scouting to do.

Hilda’s ability to find Neo Upper Energy and Reversal Energy is the use case that I find most interesting. I tested a two Reversal + one Neo Upper heavy-Dusknoir build of Dragapult for the Journey Together format, but it was never consistent enough to be worth playing over more traditional builds. Now, thanks to Hilda, there’s a decent chance that may change.

Consistency cards are often among the most difficult to judge for their power-level because they compete with each other much more than other cards do. In Hilda’s case, it’s with Jacq, Brock, and even Arven thanks to its ability to find Technical Machine Evolution. I rate Hilda as a moderate to highly impactful card with low confidence for where it actually ends up on that spectrum. How successful Ignition Energy is will also play a role in Hilda’s eventual placement.

If the Pokémon this card is attached to doesn’t have a Rule Box, attacks used by this Pokémon do 30 more damage to your opponent’s Active Pokémon ex (before applying Weakness and Resistance).

Brave Bangle is a functionally-identical reprint of the late Black & White era’s Silver Bangle—a card which would have seen much more play than it did if it weren’t overshadowed by Muscle Band. Right now, we sadly have a format that is very hostile to non-ex attackers, due to the disproportionately power-crept HP numbers on Pokémon ex. Brave Bangle is a decent first step towards correcting this.

Ethan’s Typhlosion is the archetype best suited to taking advantage of Brave Bangle immediately. It previously had to rely on the combination of Gravity Mountain and Victini’s Victory Cheer ability to reach the numbers to 1HKO Stage-2 Pokémon ex in an attempt to convert its status as a non-ex attacker into an advantageous prize trade. Being able to Arven for +30 damage instead of needing to naturally draw into Gravity Mountain makes a huge difference for this deck—not to mention you can combine the two for an effective +60 damage before even using Victini.

I rate Brave Bangle as having an overall moderate but noticeable impact on the format, mainly through Ethan’s Typhlosion. However, I think it will take a fair amount of testing to confirm that, and I wouldn’t be surprised to see other non-ex attackers show up at the World Championships to make use of it, like Festival Lead Dipplin, or non-ex Roaring Moon.

Air Balloon is yet another reprint, this time from only just over two years ago. In most formats I would have argued that this card was too powerful against rare comebacks from trapping things combined with hand-disruption. However, I think the current Standard format has an excellent balance of these types of comebacks to the point where there’s room for a card like Air Balloon to exist.

The main beneficiary of Air Balloon is support Pokémon which are currently being gatekept by the difficulty of moving them. Revavroom, Zoroark ex, and Gholdengo ex (which doubles as a support Pokémon in its own deck) can all struggle too much against Item-lock from Budew, often to the point that they’re not worth playing at all.

Typically, the first attack a Gardevoir player uses against an aggressive Charizard or Grimmsnarl is a Mind Bend to soften it up, and occasionally gain an entire turn from it. Air Balloon lets them retreat without discarding any Energy, which allows them both to stay ahead on Munkidori attachments.

These are just some of the many implications of Air Balloon, which I am certain is going to be a highly impactful card—but to what extent it ultimately changes things beyond being a replacement for Rescue Board is difficult to judge. How many decks have passed on support Pokémon that used to be too liable to trapping, but are actually worth playing now?

Tool Scrapper is my least favorite card in the set from a design perspective. Unlike Special Energy cards which can be removed by Enhanced Hammer, many Pokémon Tool cards only provide passive value. For once, we had a format where that was offset by the fact that they could only be temporarily disabled by Jamming Tower, but not fully removed without the use of a Supporter card. Jamming Tower also works proactively against non-passive Tool cards so making it the only easy Tool removal option artificially balanced active and passive Tool cards. Tool Scrapper throws out that balance as it’s an easily Arven-searchable removal for all passive Tools, and provides no proactive countermeasure to active Tools like the Technical Machines.

As for the card’s impact on the metagame, Tool Scrapper is an extremely predictable, highly meta-relevant card. How much play it sees initially at the World Championships will depend primarily on which Gardevoir builds players expect to see, because it’s always an answer to Bravery Charm on Drifloon if lists choose to take that route over the heavy-Munkidori version from NAIC, or Gardevoir with a new partner: Jellicent ex.

Jellicent ex is, in my opinion, the most promising Pokémon in the two sets. The capability to lock Item cards while also 2HKO-ing everything in the format is something that hasn’t existed since Seismitoad 𝙀𝙓’s first formats. Jellicent is not nearly as tanky, requires support from Gardevoir ex, and decks nowadays are substantially less reliant on Item cards, so it’s of course not as big of a deal as Seismitoad, but it is a more relevant connection to make than to Budew—which can’t really be used to progress in a prize race. This set also features a Frillish for Jellicent ex to evolve from that Item-locks for one Psychic Energy, which is also highly relevant and will result in unique situations where evolving into Jellicent is incorrect because, while Jellicent ex’s Ability can be circumvented with Boss’s Orders or Iron Bundle, Frillish’s attack cannot.

This past weekend’s Japan Championships already saw a handful of high-placing Gardevoir decklists featuring Jellicent, and I don’t believe those results were a fluke. Jellicent is not the objectively best way to play Gardevoir ex, but I think it is a solid way that changes the deck’s matchup spread in key ways—like being favorable into Gholdengo, and even better into Dragapult because of the ability to disable Counter Catcher. Jellicent requires a specific set of support Pokémon to work (Gardevoir and Munkidori), so it won’t take much time finding where it will succeed—but the extent of the success of that archetype is the question.

If it weren’t for the introduction of Jellicent ex into the metagame, Gholdengo ex would be the archetype that benefits most from this expansion through Air Balloon and Genesect ex. Reducing reliance on Technical Machine: Evolution and being able to fit more consistency Ball cards at the same time is a dream come true for Gholdengo ex, but I’m not sure that’ll be enough for the archetype if Jellicent truly is a large threat.

Genesect ex can also be used to dramatically increase the consistency of other decent Metal Pokémon like Revavroom, Metang, and Steven’s Metagross, but I don’t think it’s enough for any of them to become relevant in the current metagame. Right now, the diversity in gameplay between the most popular decks is really high, and they cover each other’s niches fairly completely. That makes it difficult for Steven’s Metagross and Metang-based decks to find a place. That being said, just like with Slaking before, a meta-shift that pushes out any one of the top decks may be all that’s needed for one of these to suddenly become a relevant contender.

Another new card that takes extra prize cards… This time though, I think the game-designers did a solid job of making the effect lead to unique gameplay instead of being used to rush through opponents that have poor starts. Right now, Hydreigon ex works best with Technical Machine: Blindside and Technical Machine: Crisis Punch in combination with Ignition Energy to power it up. With the top decks in the format being reliant on Munkidori or Basic Pokémon ex like Ogerpon ex to make their most powerful plays, Hydreigon ex will always have targets for its attacks.

Hydreigon ex’s impact is extremely hard to predict without playing many games with it, considering all the options for engines. It suffers from similar problems that, ironically, the Stellar Tera Hydreigon ex did before Shaymin made it irrelevant. They both try to win the game in a small number of relatively convoluted combos, which makes them hard to justify over more consistent decks. While Grimmsnarl, Gardevoir, and Dragapult may not be able to win in as few attacks, Hydreigon will likely miss a turn or two of attacking at some point to lose out on the advantage it may have had.

Another reprint of an effect seen many times throughout the game’s history is Dynamotor Eelektrik. This effect gave Miraidon ex its first successes through Flaaffy, and Eelektrik will seemingly finish out its final year. Iron Hands as always is excellent at punishing even a slightly slow start, but Electric Generators are probably not enough to deliver a turn one Iron Hands attack consistently enough without Double Turbo Energy and Forest Seal Stone.

Manipulating Energy on an opponent’s board is incredibly powerful, especially against decks with limited or no Energy acceleration like Dragapult ex, and this is the first time since 2010’s Smoochum that this effect can move energy from any of your opponent’s Pokémon to any of their other Pokémon without some side-effect. Elgyem can strip attackers of their Energy, disable Munkidori, and even fully lock a Pokémon like Froslass or Noctowl Active with the combination of Gravity Gemstone or a Benched Spidops, not ever letting them even attack.

They’re extremely efficient attackers, but not game-changing right now.
