浙江省人力资源和社会保障厅等6部门关于延续实施部分减负稳岗扩就业政策措施的通知
Notice of 6 departments including the Zhejiang Provincial Department of Human Resources and Social Security on continuing to implement some policies and measures to reduce burdens, stabilize jobs and expand employment

各市、县(市、区)人力社保局、发展改革委(局)、教育局、财政局,国家税务总局浙江省各市、县(市、区)税务局、宁波市税务局,各市、县(市、区)征兵办:
Human Resources and Social Security Bureaus, Development and Reform Commissions (Bureaus), Education Bureaus, and Finance Bureaus of all cities and counties (cities and districts), Zhejiang Provincial Taxation Bureaus of the State Administration of Taxation, Ningbo Municipal Taxation Bureaus, and military recruitment offices of cities and counties (cities and districts):

为深入贯彻落实人力资源社会保障部等5部门《关于延续实施部分减负稳岗扩就业政策措施的通知》(人社部发〔2021〕29号)精神,做好部分减负稳岗扩就业政策延续实施工作,现就有关事项通知如下:
In order to thoroughly implement the spirit of the Notice on Continuing the Implementation of Policies and Measures to Reduce Partial Burdens, Stabilize Jobs and Expand Employment (Ministry of Human Resources and Social Security [2021] No. 29) issued by five departments, and do a good job in the continuation of the implementation of the policy of partially reducing burdens, stabilizing jobs and expanding employment, the relevant matters are hereby notified as follows:

一、继续实施普惠性失业保险稳岗返还政策。参保企业(含劳务派遣企业)2020年度未裁员或裁员率不高于2020年度全国城镇调查失业率控制目标(6%),2020年末参保30人(含)以下的企业裁员率不高于参保职工总数20%的,可以申请失业保险稳岗返还。大型企业按企业及其职工上年度实际缴纳失业保险费的30%返还,中小微企业按60%返还。社会团体、基金会、社会服务机构、律师事务所、会计师事务所、以单位形式参保的个体经济组织等其他参保单位参照实施。企业划型和其他参保单位返还标准可参照2020年实施阶段性减免社会保险费政策执行。劳务派遣企业申请稳岗返还须承诺已与用工单位就返还资金分配达成协议。
1. Continue to implement the policy of returning inclusive unemployment insurance for job stabilization. Insured enterprises (including labor dispatch enterprises) that have not laid off employees in 2020 or whose layoff rate is not higher than the national urban survey unemployment rate control target in 2020 (6%), and the layoff rate of enterprises with less than 30 insured employees at the end of 2020 is not higher than 20% of the total number of insured employees, can apply for unemployment insurance to stabilize their jobs. Large enterprises will be refunded 30% of the unemployment insurance premiums actually paid by the enterprises and their employees in the previous year, and 60% of the unemployment insurance premiums paid by small, medium and micro enterprises will be refunded. Social groups, foundations, social service organizations, law firms, accounting firms, individual economic organizations participating in the insurance in the form of units, and other insured units are to be implemented by reference. The return standards for enterprise classification and other insured units can be implemented with reference to the phased reduction and exemption of social insurance premiums implemented in 2020. To apply for the return of stable posts, the labor dispatch enterprise must promise that it has reached an agreement with the employer on the distribution of the returned funds.

裁员率按上年度参保职工减少人数或领取失业保险金人数与上年度参保职工人数比较确定,符合条件之一即可享受稳岗返还。计算方式一:(2019年末失业保险参保人数-2020年末失业保险参保人数)÷2019年末失业保险参保人数×100%;计算方式二:2020年领取失业保险金人数÷2019年末失业保险参保人数×100%。
The layoff rate is determined by the reduction in the number of insured employees in the previous year or the comparison between the number of insured employees in the previous year and the number of insured employees in the previous year. Calculation method 1: (the number of people insured by unemployment insurance at the end of 2019 - the number of people insured by unemployment insurance at the end of 2020) ÷ the number of people insured by unemployment insurance at the end of 2019× 100%; Calculation method 2: The number of people receiving unemployment insurance benefits in 2020 ÷ the number of people insured by unemployment insurance at the end of 2019 × 100%.

各统筹地区在上年度滚存结余备付期限由失业保险省级调剂金调剂至1年以上(宁波市自行筹资确保备付期限1年以上)后,统一实施稳岗返还政策。各地应积极采取后台数据比对方式,直接向符合条件的参保单位精准发放稳岗返还。
After the reserve period for the accumulated balance of the previous year is adjusted from the provincial adjustment fund of unemployment insurance to more than one year (Ningbo City raises funds to ensure the reserve period of more than one year), the policy of returning stable posts shall be implemented in a unified manner. All localities should actively adopt the method of background data comparison, and directly issue stable post returns to eligible insured units.

二、继续实施以工代训政策。对中小微企业吸纳就业困难人员、零就业家庭成员、离校两年内高校毕业生、登记失业人员(上述人员以人力社保部门登记为准)就业并开展以工代训的,根据吸纳人数给予企业职业培训补贴。对生产经营出现暂时困难导致停工停业的中小微企业组织职工以工代训的,根据以工代训人数给予企业职业培训补贴。各地可结合实际情况,将受疫情影响较大的住宿餐饮、文化旅游、交通运输、批发零售等行业的各类企业纳入补贴范围。
Second, continue to implement the policy of work-for-training. For small, medium and micro enterprises that absorb persons with employment difficulties, family members with zero employment, college graduates within two years of leaving school, and registered unemployed persons (the above-mentioned persons are subject to the registration of the human resources and social security department) and carry out work-for-work training, the enterprise will be given a vocational training subsidy according to the number of recruits. For small, medium and micro enterprises that have temporary difficulties in production and operation that lead to the suspension of work and business, if they organize employees to work for training, they will be given vocational training subsidies according to the number of people who are trained through work. All localities may, in light of the actual situation, include all kinds of enterprises in industries such as accommodation and catering, cultural tourism, transportation, wholesale and retail, which have been greatly affected by the epidemic, into the scope of subsidies.

中小微企业的划分根据工业和信息化部、国家统计局、国家发展改革委、财政部《关于印发中小企业划型标准规定的通知》(工信部联企业〔2011〕300号)和国家统计局《统计上大中小微型企业划分办法(2017)》等有关规定执行。以单位方式参保的个体工商户,参照中小微企业执行。
The division of micro, small and medium-sized enterprises shall be implemented in accordance with the notice of the Ministry of Industry and Information Technology, the National Bureau of Statistics, the National Development and Reform Commission and the Ministry of Finance on the issuance of the provisions on the classification standards for small and medium-sized enterprises (Ministry of Industry and Information Technology [2011] No. 300) and the National Bureau of Statistics "Measures for the Classification of Large, Medium, Small and Micro Enterprises in Statistics (2017)" and other relevant regulations. Individually-owned industrial and commercial households that participate in the insurance in the form of units shall be implemented with reference to small, medium and micro enterprises.

各地可通过企业纳税额、用电量、营业收入、利润等反映企业生产经营情况的单一指标或综合多个指标,自行制订受疫情影响较大企业的认定条件。列入各地严重违法失信名单的企业,不纳入以工代训补贴范围。
All localities may formulate their own conditions for identifying enterprises that have been greatly affected by the epidemic through single or comprehensive indicators that reflect the production and operation of enterprises, such as the amount of tax paid, electricity consumption, operating income, and profits. Enterprises included in the local list of the untrustworthy with serious violations are not included in the scope of subsidies for work-for-training.

以工代训职业培训补贴标准为每人每月500元,补贴期限最长不超过6个月,所需资金从各地职业技能提升行动专账资金中列支。同一企业同一职工不得重复申领以工代训补贴。以工代训政策实施期限延至2021年12月。以工代训注重岗位工作训练,无需单独组织开展培训。企业申请以工代训补贴无需提供培训计划和发放培训合格证书。通过缴纳失业保险费人员数据等大数据比对可核实企业为职工发放工资等情况的,以工代训补贴发放可不再要求企业提供花名册、发放工资银行对账单。以工代训补贴不计入劳动者每年3次培训补贴范围。各地要在合理确定其他职业培训经费支出和培训经费总盘子可承受的基础上,安排好以工代训补贴资金比例。
The subsidy standard for vocational training is 500 yuan per person per month, and the subsidy period is not more than 6 months. The same employee of the same enterprise shall not apply for the subsidy of training for work repeatedly. The implementation period of the work-for-training policy has been extended to December 2021. Work-for-work training focuses on on-the-job training, and there is no need to organize training separately. Enterprises applying for work-for-training subsidies do not need to provide training plans and issue training certificates. If the enterprise can verify the payment of wages to employees through the comparison of big data such as the data of the persons who have paid unemployment insurance premiums, the enterprise may no longer be required to provide a roster or issue a bank statement of wages for the issuance of work-for-training subsidies. The subsidy for work-for-training is not included in the scope of the subsidy for the three times a year. All localities should, on the basis of reasonably determining the expenditure of other vocational training funds and the total affordability of training funds, arrange the proportion of subsidy funds for work-for-training.

三、继续实施困难人员培训生活费补贴政策。对脱贫人口、就业困难人员、零就业家庭成员、“两后生”中的农村学员和城市低保家庭学员参加培训的,在落实职业培训补贴的同时,在培训期间按当地最低生活保障标准再给予生活费(含交通费)补贴。生活费补贴可从职业技能提升行动专账资金中列支。
3. Continue to implement the policy of subsidizing the living expenses of training for people in difficulty. For those who have been lifted out of poverty, those who have difficulty finding employment, family members who have zero employment, rural trainees in the "post-secondary students" and trainees from urban low-income families who participate in the training, they will be given a subsidy for living expenses (including transportation expenses) according to the local minimum living security standards during the training period at the same time as the vocational training subsidy is implemented. The subsidy for living expenses can be paid from the funds of the special account for the Vocational Skills Enhancement Initiative.

四、继续放宽技能提升补贴申领条件。参保职工取得职业资格证书或职业技能等级证书的,可按规定申请技能提升补贴。技能提升补贴申领条件,继续放宽至企业在职职工参加失业保险1年以上。
Fourth, continue to relax the conditions for applying for skill upgrading subsidies. Insured employees who have obtained vocational qualification certificates or vocational skill level certificates can apply for skill upgrading subsidies in accordance with regulations. The conditions for applying for skill upgrading subsidies will continue to be relaxed to the number of employees who have participated in unemployment insurance for more than one year.

五、继续实施就业见习补贴提前发放政策。支持企业扩大见习岗位规模,对见习期未满与高校毕业生签订劳动合同的,给予见习单位剩余期限见习补贴。
5. Continue to implement the policy of early payment of employment training subsidies. Support enterprises to expand the scale of internship positions, and give internship subsidies to the trainee unit for the remaining period of internship subsidies if they sign labor contracts with college graduates before the internship period has expired.

六、继续实施失业保险保障扩围政策。对领取失业保险金期满仍未就业的失业人员、参保缴费不足1年或参保缴费满1年但因本人原因解除劳动合同的失业人员,发放失业补助金。保障范围扩大到2021年1月1日之后新增符合条件的参保失业人员。
6. Continue to implement the policy of expanding unemployment insurance protection. Unemployment subsidies shall be paid to unemployed persons who have not yet been employed after the expiration of the period of receiving unemployment insurance money, and unemployed persons who have participated in insurance contributions for less than one year or who have participated in insurance contributions for one year but have terminated their labor contracts due to their own reasons. The coverage has been extended to new eligible insured unemployed persons after January 1, 2021.

七、支持毕业生基层就业和升学入伍。稳定“三支一扶”计划等基层服务项目招募规模。适度扩大硕士研究生招生和普通高校专升本招生规模。稳定大学生应征入伍规模和征集比例,突出各级各类学校毕业生征集,拓宽高级技工学校、技师学院毕业生入伍通道,加强高级技工学校、技师学院毕业生征集工作组织领导,建立工作机构,落实工作人员,完善制度机制,规范技工院校毕业生学历认定,落实应征入伍服义务兵役优惠政策。
7. Support graduates to find employment at the grassroots level and enlist in the army. Stabilize the recruitment scale of grassroots service projects such as the "Three Branches and One Support" plan. Appropriately expand the enrollment of master's students and the enrollment of ordinary colleges and universities. Stabilize the scale and proportion of college students' enlistment, highlight the recruitment of graduates from all levels and types of schools, broaden the channels for graduates of senior technical schools and technician colleges to enlist in the army, strengthen the organization and leadership of the recruitment of graduates of senior technical schools and technician colleges, establish working institutions, implement staff, improve systems and mechanisms, standardize the recognition of academic qualifications of graduates of technical colleges, and implement preferential policies for conscription and compulsory military service.

八、支持毕业生自强自立、就业创业。加强毕业生就业创业培训和服务,按规定落实就业补贴、社保补贴、创业担保贷款及贴息、创业补贴、场地支持等扶持政策。将支持和促进高校毕业生等重点群体创业就业有关税收优惠政策延续实施至2025年12月31日。灵活就业的高校毕业生参加职工基本养老保险,可选择灵活的缴费方式,在规定的个人缴费基数上下限范围内选择适当的缴费基数,选择按月、按季、按半年或按年缴费。
8. Support graduates to be self-reliant, self-reliant, and start a business. Strengthen employment and entrepreneurship training and services for graduates, and implement support policies such as employment subsidies, social security subsidies, guaranteed loans and interest discounts for entrepreneurship, entrepreneurship subsidies, and venue support in accordance with regulations. The preferential tax policies related to supporting and promoting entrepreneurship and employment of key groups such as college graduates will be extended until December 31, 2025. Graduates of colleges and universities with flexible employment who participate in the basic pension insurance for employees can choose a flexible payment method, choose an appropriate payment base within the upper and lower limits of the prescribed individual payment base, and choose to pay monthly, quarterly, semi-annually or annually.

上述第一至七项政策受理期限截至2021年12月31日。对2020年度已受理、享受期未满的减负稳岗扩就业政策,可继续按原政策享受至期满为止。鼓励各地根据就业工作需要,按规定制定符合本地实际的就业创业扶持政策。
The deadline for accepting the above policies is December 31, 2021. For the policies of reducing burdens, stabilizing jobs and expanding employment that have been accepted in 2020 and have not yet expired, they can continue to enjoy the original policies until the expiration of the period. All localities are encouraged to formulate employment and entrepreneurship support policies that are in line with local conditions in accordance with the needs of employment work.

各地要继续落实好各项长期就业创业扶持政策,梳理调整本地区就业政策清单,及时在浙里办“浙就业”服务平台公开发布。持续加大就业政策宣传落实力度,分类精准推送政策信息,提升就业政策知晓度和到达率,推动更多政策网上办、掌上办、自助办、帮办快办,提高政策享受便捷性,促进就业大局持续稳定。
All localities should continue to implement various long-term employment and entrepreneurship support policies, sort out and adjust the list of employment policies in their own regions, and publicly release them on the "Zhejiang Employment" service platform in a timely manner. We will continue to increase the publicity and implementation of employment policies, push policy information by category and accurately, improve the awareness and arrival rate of employment policies, and promote more policies to be handled online, in the palm of your hand, by self-service, and by help, so as to improve the convenience of policy enjoyment and promote the continued stability of the overall employment situation.

本通知自印发之日起施行。 This notice shall come into force on the date of issuance.
